This post is intended to help those not familiar with Beast-Master Hunter mechanics to get a simple overview

Spec
53/14/4 is the spec

Here's the link: http://www.wowhead.com/talent#ctbMzxgRfu0est0eVoZL:fib
Just cut and paste it. It leaves a few points open for you to choose something extra...
***Note: The Link has Glyphs Already in there for You***

Endurance Training
There's a talent point in here simply as a place holder. You'll need to spend one talent in something in the first two tier's of the Beast Mastery tree. (Either this one, or Imp Monkey, or Thick Hide)

Improved Aspect of the Monkey
This talent is also sometimes picked as a filler in case you happen to pull a mob, or if you're asked to kite something (which is rare, but situational).

Frenzy
You don't need any more than 3 points in here, because your pet already receives alot of crit from various talents and abilities such as Cobra Strikes and Kill Command.

Focused Aim
Generally, you'll want to put your talents elsewhere to max your dps. Hit isnt too bad to get from gear, so this talent should only be gotten if you're starting out, then dumped later.

Aimed Shot
Aimed Shot and Multi-Shot do exactly the same damage for Beast Masters, because only deep Marksman Tree talents will improve Aimed Shot. You'll also not have the 'extra' points to spare even the one talent for this. It just isnt worth it. =(

Improved Tracking
This is something that every hunter really needs, because it's just a flat out damage increase. You'll just need to remember changing it depending on the mobs you'll be attacking.

Glyphs
As you can see in the talent page, there are some spots for glyphs. Some other possible ones are:

Glyph of Bestial Wrath
Not really useful since they lowered the cooldown on this ability already.

Glyph of Kill Shot
At first glance this seems super useful. But, in actual boss fights you'll not get enough shots off to make this worth the loss that another glyph would give.

Minor Glyphs
No Hunter Minor Glyphs contribute to your damage, so it's purely your choice!

Stats

Hit: you'll need 8%, or 263 hit rating (7% if you're a Draenei)

Agility: gives you Attack Power and Crit. most useful for mid-level raiding gear (stuff around tier 8-9)

Armor Pen: this is very important at high levels of gear (stuff around tier 10), because your damage output is almost entirely physical.

Crit: it's helpful to you, but nothing you want to go out of your way to stack.

Haste: You'll get your haste from the Imp Hawk talent.

Attack Power: this is important when starting out at 80 and lower levels of raiding gear (tier 7-8ish). Attack Power is much more useful than other stats at first, then it changes to agility, and finally Armor Pen.

Armor: wear AP mail gear, because it has intellect. You dont want to gem for Int, but the intellect from the mail gear contributes directly to your attack power (via Careful aim), so dont pick up leather items. They're not for you.

Pet

Most sites will tell you to go for a Devilsaur. They do the most damage right now of any pet.
The website here is the best resource: http://www.wow-petopia.com/

Gems

Meta: Relentless (+21 Agil and +3% crit dmg)
Red: Bright (+40 Attack Power), Delicate (+20 Agil), or Fractured (+20 ArPen) mostly. Or, Glinting (+10 Agil and +10 hit) if you're not hit capped
Yellow: Deadly (+10 Agil and +10 Crit), use this only in yellow spaces if the socket bonus nets more Agil or Crit or AP, otherwise just use one of the solid Red gems.
Blue: Nightmare Tear (obviously you can only get just one, so put it in a good slot!)

Priority (not a rotation)

1 ) Kill Shot
2 ) Arcane Shot (only until you start collecting more ArPen, then leave it out. Your Steady Shot will end up doing more dmg)
3 ) Multi-shot
4 ) Serpent Sting (if this falls off, dont worry, just apply it when you need it. Remember you deal mostly physical damage, and Serpent Sting is just a little boost to your magical dmg as a DoT)
5 ) Steady Shot (what you'll end up shooting the majority of the time)

It should be noted that Improved Tracking does not in fact require changing tracking types to maintain the damage bonus for what you're killing.

I'm not sure about the Improved Tracking, because the tooltip says "While tracking Beasts, Demons, Dragonkin, Elementals, Giants, Humanoids and Undead, all damage done to those types by the Hunter is increased by 1%".

It could just mean that you need to be tracking at least one of those things for the damage bonus to apply to all. But, it sounds like if you have something like Track Minerals on, it might not apply.

There is however this post that I found on WoWHead.com:

To clarify, I want to quote Ghostcrawler from the following thread

http://forums.worldofwarcraft.com/thread.html?topicId=13275172587&postId=132739890324&sid=1#0

"Improved Tracking – now benefits damage to all included creature types as long as you are tracking one of them. You don’t have to swap around what you are tracking as much."

Yeah, you do have to be tracking one of the stated creature types but not necessarily the one you're currently fighting. For instance, a mixed group of demons and undead would all get the damage bonus if you were tracking dragons.
